SUBJ:  Specially Adapted Housing and Special Home Adaptation Claims                             

                          

Purpose

                                             
This letter provides amended procedures for handling Loan Guaranty (LGY) specially adapted housing and special home adaptation (SAH/SHA) claims. 

              

Background

                                    
In the past, regional loan centers (RLCs) submitted a monthly paper list of pending SAH/SHA applications to the Veterans Service Center (VSC).  These lists served as the primary way the VSC received notification of SAH/SHA applications requiring a rating decision.  As of March 2009, RLCs began using a computer program, SAHSHA, to track and process SAH/SHA applications.                        

                             

New Electronic Application Procedures

                                
A VA Form 26-4555, Veteran's Application in Acquiring Specially Adapted Housing or Special Home Adaptation Grant, is entered into SAHSHA, either by a claimant’s electronic submission or through manual input by an RLC employee.  The system then validates the Veteran or Servicemember in the corporate record.   
If…Then…
there is an existing SAH/SHA rating decision in the corporate record                         SAH/SHA records the information and an SAH agent processes the claim.  The VS VSC is not required to take any action.
there is no existing SAH/SHA rating decision in the corporate record   there is no existing SAH/SHA rating decision in the corporate record (cont.)§          Share automatically creates an end product (EP) 890 work item.  When the VSC identifies the EP 890 work item, it establishes an EP 290 with either a “Specially Adapted Housing” or “Special Home Adaptation” claim label and processes the claim.   (See continuation on page 2.)§          §         The VSC clears both the EP 890 work item and EP 290 when the final decision is made.  AHSHA scans the corporate record daily to determine if an eligibility decision has been completed; therefore, the VSC does not need to send a copy of the decision to the RLC.
